What YouTube poster r2blend did was to take the MS Paint executable (mspaint.exe) and imported it as raw PCM data into some audio software for playback. More specifically, he imported it as 22050Hz 8-bit stereo audio in Adobe Audition. There was a some mastering to remove a long section of noise and calm the harsh tones a bit, but apart from that it’s the sound of MS Paint.
